Patricia J. Kempthorne is the Founder and Executive Director of the Twiga Foundation, Inc. in Boise, Idaho. In addition to the involvement in Workplace Flexibility 2010 project, The Twiga Foundation is currently working in partnership with The Families and Work Institute of New York and the Institute for a Competitive Workforce, an affiliate of the US Chamber of Commerce, to promote the Alfred P. Sloan Award for Business Excellence in Workplace Flexibility in communities across the country

In 1988, Kempthorne co-founded the Family & Workplace Consortium, beginning her career in the area of work-life. In 2000, she joined Business Psychology Associates, in Boise, as the Director of Work-Life Initiatives. After partnering with her colleagues at BPA on work-life initiatives, Kempthorne founded the Twiga Foundation, Inc. In that role, she strives to promote a family consciousness in her community, work and home by engaging others across the country in a dialogue centered on workplace effectiveness and flexibility. While serving as the First Lady of Idaho from 1999 to 2006, Kempthorne volunteered her time as a leading advocate for family and children’s issues. She continues to work with a number of programs with a special focus on the prevention of substance abuse in communities.

Kempthorne has a degree in business management from the University of Idaho.

Emily A. Benfer is a Supervising Attorney / Teaching Fellow at the Federal Legislation and Administrative Clinic for the 2008-2010 academic years.  Prior to joining the Clinic, she represented preschool aged children with special education needs in a class action against the District of Columbia and completed an Arnold & Porter Equal Justice Works Fellowship at the Washington Legal Clinic for the Homeless.  During her fellowship, Emily drafted and successfully advocated for passage of local legislation to improve access to education for children who are homeless.  Emily received her B.A. from Providence College, cum laude, and J.D. from Indiana University, cum laude.  Before law school, she served as a Peace Corps volunteer in Zimbabwe, Belize and Thailand.  She is a member of the Washington Council of Lawyers Board of Directors and a volunteer for the Homeless Children’s Playtime Project.

Kirsten Pullin is Legislative Counsel for Tax and Benefits for Workplace Flexibility 2010. Previously, Pullin was a legal consultant with Hewitt Associates where she assisted employers in matters related to ERISA and employee benefits. Pullin also worked in the areas of employee benefits, health care and litigation for Epstein, Becker & Green, P.C., and in ERISA and employee benefits for Slevin & Hart, P.C. She received her B.A. from the University of Virginia and her J.D. from the University of Virginia School of Law. She also has a Masters of Acupuncture from the Tai Sophia Institute.

Elizabeth Watson is Legislative Counsel for Workplace Flexibility 2010. Previously, Watson was an employment attorney at Orrick, Herrington & Sutcliffe LLP where she represented corporate clients on a range of labor and employment issues. Watson also previously worked as a Skadden Fellow, focusing on litigation and policy advocacy on behalf of low-wage workers and welfare recipients. She also served as a clerk to the Honorable Susan Y. Illston, in the Northern District of California. She received her B.A. from Carleton College and her J.D. from Georgetown University Law Center.

Sharon Masling

Sharon Perley Masling is the Senior Legislative Counsel for Workplace Flexibility 2010. Masling is the lead staffperson for the WF2010 National Advisory Commission on Workplace Flexibility and the WF2010 Legal Working Group. Masling works 60% time.

Prior to coming to WF2010, Masling was the Director of Legal Services for the National Association of Protection and Advocacy Systems (NAPAS), a nationwide network of agencies that provide legally-based advocacy services to persons with disabilities. At NAPAS, Masling provided training and technical assistance - both on litigation strategy and the management of non-profit laws firms -- to the legal directors of each agency. Masling also was responsible for coordinating the disability community's amicus efforts for a number of Supreme Court cases.

Masling previously worked as counsel for disability policy for Senator Tom Harkin on the Senate Health, Education, Labor and Pensions Committee, as a Teaching Fellow at Georgetown's Federal Legislation Clinic, and as a trial attorney in the U.S. Department of Justice's Civil Rights Division.

Masling received her BA from Harvard University and her JD from the New York University School of Law.

Jessica Glenn is the Policy and Communications Specialist at Workplace Flexibility 2010.  Prior to this position, Glenn was an associate at Murphy Putnam Shorr & Partners and helped to develop media strategies for numerous congressional and statewide campaigns. Glenn previously worked as a television news producer for WRNN TV in New York and started her career as a research assistant for Senator Tom Daschle. Jessica Glenn is a graduate of Barnard College.

Katie Corrigan is the Director of Workplace Flexibility 2010 (WF2010), a public policy initiative at Georgetown Law.  Corrigan is responsible for overseeing WF2010’s campaign to support the development of comprehensive national policy on workplace flexibility, including political strategy, legislative lawyering, policy research, media, and coalition work.  Corrigan began working with WF2010 during her tenure as Visiting Professor of Law and Assistant Director of the Georgetown’s Federal Legislation and Administrative Clinic where she worked with 2 graduate fellows and 12 law students each semester to provide quality legislative lawyering services to the Clinic's non-profit clients (e.g., Catholic Charities USA).   

Corrigan has over a decade of experience working in the federal legislative arena.  She was legal counsel on disability policy for Senator Tom Harkin on the Senate Health, Education, Labor and Pensions Committee, serving as the lead Senate staffer on a range of disability legislation.  She was also a legislative counsel at the American Civil Liberties Union, where she worked on privacy issues and led coalition efforts that included organizations from across the political spectrum.  Katie Corrigan is a graduate of the University of Pennsylvania and received her law degree from Georgetown Law.
